Another Great Open House / Bus Tour Thanks to You

February 2010 Open House and Bus Tours Many, many thanks to all who participated in our February 20, 2010 Open House/Bus Tour. Attendance at the event was at over 110 people - in spite of a gloomy weather forecast. Everyone had a chance to drive by the soil and groundwater cleanup areas in addition to a drive past the munitions cleanup sites. The most popular part of the tour was a stop at land designated for the Central Coast State Veterans Cemetery.

At the Open House, various information booths were set up to provide cleanup information. Topics such as water cleanup, munitions clearance, prescribed burns, and water conservation provided participants a perspective of the Fort Ord cleanup projects. Thanks again for spending your Saturday with the Fort Ord cleanup crew. Our next community-wide Open House Bus Tour is scheduled for June 26, 2010. This tour will be dedicated to views of the munitions cleanup projects.

Coming Soon: Another Digging and Hauling Soil Project on Fort Ord the Week of February 16

Soil excavation activities are scheduled for 4 days starting February 16 at cleanup site HA-161. Prior to excavation, some vegetation will be trimmed on the site access road.

Site HA 161 is close to California State University Monterey Bay Fredricks Park II housing area. It is not likely that residents will see or hear any of the activities; but we ask that you take extra care if you are driving or cycling near the intersection of Inter Garrison Road and Abrams Drive during this week.

Digging and Hauling Soil on Fort Ord Beginning Mid-December 2009

Some residents of Del Rey Oaks, upper Seaside and Ord Military Community (Fitch and Marshall Parks), students and faculty at California State University Monterey Bay as well as students using the York School athletic fields may see an increase in Fort Ord truck traffic over the next few months.

Proposed Tour: Hike in the Impact Area to View Wildflowers

Short Lobed Phacelia We are considering adding a 90-minute walking tour of some areas within our Impact Area to the 2010 outreach activities. The date for the walking tour will be determined by our winter rainfall - so we can schedule it based on the optimum wildflower viewing.


We're seeking your advice.
As this is the first time we have considered this sort of tour, we are seeking your suggestions for this event. If this activity interests you, please call Melissa Broadston at 393-1284 or send an email to Melissa.Broadston@us.army.mil with any suggestions to help develop this new tour. Let her know (by phone or email) if you'd likely participate so she can determine the level of community interest.


Ignition Complete and Mop-up Continues at Prescribed Burn Unit 19 on former Fort Ord

About 200 acres of vegetation were cleared at Burn Unit 19. The Presidio of Monterey fire department continues to mop up today's prescribed burn site and will monitor the site over the next several days. Residents with health conditions are advised to take precautions, including shutting windows and remaining indoors through Tuesday morning.

No other areas remain to be burned in 2009. Over 5,000 acres in the Fort Ord Impact Area remain where vegetation must be removed over the next 8 to 10 years. The Army will announce the locations of the 2010 prescribed burns In June 2010. The prescribed burns are used to clear brush so that later, after the prescribed burn is complete, unexploded munitions can be located and safely removed.

For the next few days, several of the trails near the Bureau of Land Management offices will be remain closed. Please stay off trails marked closed.

Hotline operators will be available until 4:00 pm. After hours, all phone calls will be returned the next morning.


Prescribed Burn Mobilization Notice

Former Fort Ord Prescribed Burn Program:

Helicopters and other equipment have begun to mobilize to Fort Ord. Prescribed burns may be conducted any time over the next few days if appropriate weather conditions are present. Currently, weather forecasts show these conditions may happen as early as Monday, November 16, 2009. We will update the hotline and web site after the prescribed burn has been ignited. We are planning to burn Unit 19 (about 200 acres) located next to the area burned in October, 2009.

Army's Prescribed Burn Update for 2009 burn season

There are no prescribed burns scheduled through and including November 14, 2009. Continue checking this website or call the toll free number 1-800-852-9699 for up-to-date information.

It's not too late to register with the Direct Notification Program to be notified when a prescribed burn is imminent, and when a prescribed burn is started. Direct notification will be provided by telephone or email for anyone who wants to receive such notification.

This Week -- Blacklining Operations are Planned

Fuel break improvement operations are scheduled to be conducted in the area of the October Prescribed Burn (Burn Unit 14) during the weeks of November 2nd and November 9th. These operations include a procedure called blacklining where fire management personnel use flame to incinerate vegetation stubble that remains after the area was cut.

You may see smoke in the vicininty of the Fort Ord Impact Area. The blacklining operations are being conducted by the Presidio of Monterey Fire Department. Fire Department officials will be on site during the blacklining and will also monitor the area when the blacklining operations are complete.

UPDATE: Prescribed burn ends, Mop up continues

The Burn Unit 14 prescribed burn is complete. The fire department finished mop up operations yesterday and is now monitoring the prescribed burn site. The fire department will continue to monitor the site over the next few days.

If weather conditions allow, the Army still intends to conduct a prescribed burn at Burn Unit 19 this year. The prescribed burn season runs through December 31, 2009. Over 5,000 acres in the Fort Ord Impact Area remain where vegetation must be removed over the next 8 to 10 years. Prescribed burns are used to clear brush so that later, after the prescribed burn is complete, unexploded munitions can be located and safety removed.

IMPORTANT NOTE: If you use Fort Ord as hiker, biker, or horseback rider, several of the trails near the Bureau of Land Management offices will remain closed Wednesday for continued mop up activities. Please continue to stay on trails north of Gigling road through today.

BLM's National Public Lands Day Events

The Fort Ord Environmental Cleanup Program is co-sponsoring a terrific cleanup event in conjunction with Bureau of Land Management National Public Lands Day on the Former Fort Ord on Saturday, October 24, 2009. National Public Lands Day celebration is a free, family-friendly event. National Public Lands Day is a nationwide celebration where citizens can show their appreciation for public lands and parks, and lend a hand in improving their condition. At Fort Ord, this is the 8th annual Public Lands Day celebration. Please join us and help us with one of the following projects:

- Help conduct trail repairs;
- Clean up illegal dumping and litter in the Happy Trails Area;
- Collect native seeds for the winter planting season; or
- Restore maritime chaparral habitat with a straw and seed throw.

WOW! Great Participation at the June Open House

Many thanks to all who participated in our June 27, 2009 Open House/Bus Tour. Attendance at the event was at 150 people - up from 80 people attending the February event. Whether it's the great weather in June or simply an opportunity to visit the "back country" cleanup areas on the former Fort Ord, the June event was certainly a hit.

Much like the February Open House/Bus Tour, various information booths were set up to provide cleanup information. Topics such as water cleanup, munitions clearance, prescribed burns, and water conservation provided partipants a perspective of the Fort Ord cleanup projects. Thanks again for spending your Saturday with the Fort Ord cleanup crew. Our next community-wide Open House Bus Tour is scheduled for February 20, 2010.

Upcoming Groundwater Cleanup Activities

Installing a Portable Groundwater Treatment System in the Preston Park Area Beginning Mid-July 2009 - flyer and map

Some residents of Preston Park and Abrams Park may see workers and equipment in areas behind their homes over the next few months.

WHY? In July, the Army will be installing shallow groundwater wells, underground piping and placing a groundwater treatment system as part of the on-going water cleanup at the former Fort Ord. The system will be used to clean the groundwater.

YOUR WATER IS SAFE: The groundwater being treated in this area is not used for drinking water. Your drinking water is supplied by the Marina Coast Water District from a different source area. Drinking water quality is very important and it is regularly tested by the Marina Coast Water District. Your drinking water meets all federal and state standards.

We Can Do It Help us refine the community outreach program for the Fort Ord by participating in the 2009 Fort Ord cleanup community survey.

We regularly update the Fort Ord Community Relations Plan which describes how community members can participate in decisions about the environmental cleanup of the former Fort Ord. As part of the update, we incorporate recent input from community members through the Environmental Cleanup Survey and community interviews. We are very interested in learning how you would like to participate in the environmental cleanup at Fort Ord. Additionally, the information we collect from the Survey and community interviews will be used to help us determine the level of community interest in this site and to design a public participation program to meet the community's information needs.

The Environmental Cleanup Survey can help the Army to identify your interest in the cleanup. By completing and returning the Survey, you can help yourself, your community, and the Army to develop better communication and understanding. There are three ways you can complete the survey:

In accordance with the steps outlined in the No Action Plug-In Record of Decision, Former Fort Ord, California (NoA ROD) dated February 1995, notice is hereby given of a public comment period for written responses to the No Action Approval Memorandums for the following sites at Fort Ord: Site HA-79 (22 Caliber Small Arms Range), Site HA-121 (Rifle Grenade Range), Site HA-100 (Demolition Training Area), Site HA-98 (Leary Hill Region), Site HA-92 (Old Demolition Training Area), and Site HA-183 (Shoulder-Launched Projectile Area).

Major Property Transfer Now Complete

Last week, the U.S. Army transferred 3,337 acres of land on the former Fort Ord to the Fort Ord Reuse Authority (FORA). This land will be used for the veterans cemetery, housing, economic development, habitat and community services. The Army has also transferred sufficient funds (about $97 million) for FORA to complete the cleanup of munitions on the transferred land. The FORA cleanup munitions program will be overseen by the U.S. Environmental Protection Agency and the California Department of Toxic Substances Control. The Army's next priority for land transfer is 710 acres of property to be transferred to Monterey County, York School, the City of Seaside, the City of Monterey, the City of Marina, Monterey Peninsula College, Monterey Salinas Transit, Marina Coast Water District, and the City of Del Rey Oaks. This property has been cleaned-up by the Army and approved for transfer by the U.S. Environmental Protection Agency, California Department of Toxic Substances Control, and California Regional Water Quality Control Board. The Army real estate team is working with these entities to complete the transfer process. The deeds are expected to be filed with the Monterey County Assessor's office (signifying the transfer of ownership from the Army to the Fort Ord Reuse Authority) by the end of May 2009.

Fort Ord Dunes State Park Opens

California has a new State Park!

On Tuesday, February 24th the deed was recorded that transferred the 979-acre property from the federal government to the State of California. The new State Park, which includes 4 miles of ocean beach, has been a work in progress for over 20 years, even before the closure of Fort Ord was being considered. The property was transferred at no cost to the State through the National Park Service's Federal Lands to Parks Program.

Although the park has been open to the public for walkers and bicyclists for the last year, vehicle access had to wait until the property transferred. With the transfer complete, public vehicle access to the park is now open. Visitors can drive into the park from the City of Marina, over the 8th Street overpass and park in a 50 space coastal access parking lot at the former site of Stilwell Hall. The park will be open to vehicle access daily from 8 AM to ½ hour after sunset. From the parking lot visitors will be able to walk on a 1,500 foot trail to the beach or take a short stroll on a new boardwalk to a bluff top viewing platform. Existing park roads will also be open to bicyclists and hikers. Eight educational panels have been installed that will inform the public about the natural and cultural history of the park.

To protect park resources public access will be limited to designated roads and trails. Dogs on leash will be allowed only on the paved roads in the park. Horses will not be allowed. Due to the presence of the federally threatened Western Snowy Plover, dogs, horses and campfires will not be allowed on the beaches.

The park is being open now to provide public access as soon as possible. A ceremony to celebrate the new park and its opening to the public is being planned for April. For more information contact Ken Gray of the California State Parks - Monterey District at (831) 649-2862.

Fort Ord 2008 Burn Season Is Over

Wet weather conditions in mid-December have hastened the end of the 2008 Fort Ord prescribed burn season. The next possible date for a prescribed burn will be July 1, 2009, when the next burn season begins. As with 2008, certain specific weather conditions must exist before the Army can consider holding a prescribed burn. Conducting prescribed burns only under specific conditions aids firefighters in managing the burn and helps minimize the impacts of the prescribed burn on the surrounding communities. Due to a lack of the necessary weather conditions in 2008 the Army was not able to burn units 2 and 3. These areas will remain a priority for 2009. In an effort to sustain the current pace of the environmental cleanup of the former Fort Ord, additional burn units may also be included in the 2009 prescribed burn program.

Prior to the beginning of the 2009 burn season, the Army will publish information about the 2009 prescribed burn direct notification program. Because emails and phone numbers may change, the Army will send interested members of the community a form that can be fill-out with current information. The Army appreciates the patience and understanding of those impacted by the Fort Ord prescribed burn program.

Areas of Closure on Fort Ord for ESCA Activities

Attention cyclists and pedestrians in Fort Ord's Parker Flats Area:
The Fort Ord Reuse Authority Environmental Services Cooperative Agreement (ESCA) field crews are currently working South of Gigling Road, West of Watkins Gate and North of Hay Rake Road preparing the area for munitions cleanup by trimming vegetation. ESCA field crews are also preparing a 17-acre area South of Inter-Garrison and East of 8th Avenue for a Residential Quality Assurance Pilot Study by removing vegetation. For your safety, please avoid trails in these two areas to prevent accidental contact with ESCA workers and equipment. These areas are posted with signs at trails during working hours. If you are near this area, please take great care.

Prescribed Burn Update Oct 23

The Army's proposed prescribed burn has been cancelled due to a change in forecasted weather conditions. The current weather forecast indicated conditions of very low humidity. Humidity is an important part of safe fire management practices. If the humidity is too low, the fire could be very difficult to manage.
Community safety, safe prescribed burn fire management practices, and ideal smoke management conditions are critical in the decision to ignite and manage prescribed burns on the Former Fort Ord. Since the current weather forecast does not indicate that the appropriate weather conditions are expected, the Army has begun the process to demobilize the personnel and equipment.

The Army continues to monitor the weather for ideal conditions related to community safety and smoke management and, if these conditions become available, the Army will mobilize again.

The purpose of prescribed burns is to clear the vegetation from the former Fort Ord Impact Area. After the vegetation clearance is complete, munitions removal experts may then safely remove unexploded munitions and explosives left over from when the Army used Fort Ord to train soldiers.

The following roads are closed on the former Fort Ord: General Jim Moore Boulevard from Arloncourt Road (golf course entrance) to Highway 218/Canyon Del Rey, South Boundary Road from General Jim Moore Boulevard to Rancho Saucito Road, and Saucito Road.

Groundwater Treatment System Construction in Marina

Some residents of Preston Park and Abrams Park may see workers and equipment in areas behind their homes over the next few months.

WHY? The Army will be installing shallow groundwater wells, underground piping and placing a groundwater treatment system as part of the on-going groundwater cleanup at the former Fort Ord. These activities will take place beginning Mid-October 2008.

YOUR WATER IS SAFE: The groundwater being treated in this area is not used for drinking water. Your drinking water is supplied by the Marina Coast Water District from a different source area. Drinking water quality is very important and it is regularly tested by the District. Your drinking water meets all federal and state standards.

Community Involvement Workshop October 8
