Site 39 Proposed Plan Comment Period Extended

The community is encouraged to provide comments on the Army's proposed plan for Remedial Action at Site 39 Inland Ranges. Spoken and written comments were accepted at a public meeting that was held on April 10, 2008 at 6:00pm at the Embassy Suites Hotel in Seaside, CA. The comment period has been extended. Written comments can be postmarked and mailed no later than May 30, 2008 to:

MR Site Prioritization Protocol

The Fort Ord Base Realignment and Closure Office intends to apply the Munitions Response Site Prioritization Protocol (or Prioritization Protocol) as part of the Military Munitions Response Program sites on the former Fort Ord. Beginning with its founding in 1917, Fort Ord served primarily as a training and staging facility for infantry troops. After the closure of Fort Ord in 1994, preliminary assessment of the base identified 109 Munitions Response Sites. While the Army has made considerable progress in addressing the potential hazards associated with these sites there remains work to be done. Through Congressional direction, the Department of Defense has developed the Prioritization Protocol which assign priorities to defense sites containing unexploded ordnance, discarded military munitions or munitions constituents.

The Prioritization Protocol evaluation criteria includes assessing types of munitions that may be potentially present, assessing land uses, determining ease of access to sites, and quantifying the number of people with access to sites. The Army is in the process of evaluating and scoring identified munitions response sites on the former Fort Ord for application this Prioritization Protocol. The public is invited to participate. Information collected will be made available for public review in the administrative record (www.fortordcleanup.com) and in local information repositories in accordance with 32 Code Federal Regulations Part 179 requirements.

Sampling for Carbon Tetrachloride

exampling of sampling equipmentResidents of Ready Court and Lexington Court in Marina will be seeing construction workers taking samples in their neighborhood in March and April. Why? The Army is collecting samples to make sure that the carbon tetrachloride has been removed from the soil in this area. Cleanup Construction Activities for Operable Unit 1

In early 2005 the Army identified offsite groundwater contamination from a Fort Ord cleanup area called Operable Unit 1. Since that time, the Army has been investigating this offsite area on the Armstrong Ranch in Marina to identify the extent and shape of the groundwater contamination. This investigation includes installing and sampling groundwater monitoring wells. These wells are sampled every three months.

Beginning in late March 2008 and continuing through May 2008, you may see the Army installing additional wells, a treatment system and a pipeline to expand the groundwater cleanup in an area in Marina just off the former boundary of the former Fritzsche Army Airfield. Construction activities, which include drilling and trench digging, will take place Monday through Thursday from 8:00am until 4:30pm.

April Community Outreach Events

The Fort Ord cleanup program has two major outreach events in April: (1) a Community Involvement Workshop on Wednesday, April 9, 2008 and (2) a Proposed Plan public meeting on Thursday, April 10, 2008 regarding a change to the existing Record of Decision for the cleanup area called Site 39. We hope you can join us at these key meetings. Both of these meetings will be held at the Embassy Suites hotel in Seaside, California.

BLM to Burn Brush Piles at Fort Ord

The Bureau of Land Management (BLM) plans to burn approximately 20-30 brush piles at the former Fort Ord beginning at the end of April 2008. This could be postponed depending on the weather.

Open House and Bus Tours

Fort Ord Environmental Cleanup Open House, Feb 2008
Thank you for participating in Fort Ord Cleanup Open House and Bus Tour held on February 23, 2008. This is our largest outreach activity and it helps continue our connection with the Monterey Bay Salinas Valley community. Some of the cleanup work is complicated and difficult to understand; these tours help the community become familiar with the cleanup process as we drive by the cleanup sites and explain the work. This event also gives the Army and environmental regulatory agencies valuable insight into the community concerns. Even with a gloomy weather forecast, we estimated that over one hundred and forty people participated. Thank you for joining us to make such a valuable and successful event. Our next bus tour / open house event is scheduled for Saturday, June 21, 2008.

FREE Bus Tours of Fort Ord

Please join us on Saturday, February 23, 2008 for the Fort Ord Cleanup bus tour/open house. Take a 90-minute guided bus tour of military munitions cleanup areas. The bus tours are free. Meet at Building 4522 Joe Lloyd Way on the former Fort Ord for a 10:00 or 11:30 tour.

IMPORTANT NOTE: Starting at 10am, the Fort Ord Post-Wide garage sale will be held across the street from Building 4522. Expect pedestrians in the area and take extra care when driving down General Jim Moore Boulevard.

Fort Ord Burn Season Is Over

We did not have the appropriate weather conditions in order to hold a prescribed burn at the Former Fort Ord in 2007. The Fort Ord prescribed burn season ended on December 31, 2007.

The next possible date for a prescribed burn will be July 1, 2008, when burn season for 2008 begins. As with 2007, certain specific weather conditions must exist before the Army can consider holding a prescribed burn. Conducting prescribed burns only under specific conditions aids firefighters in managing the burn and helps minimize the impacts of the prescribed burn on the surrounding communities.

In early Spring, we will send you information about the 2008 prescribed burn direct notification program. Because emails and phone numbers may change, we will send you a form so that you can update any necessary contact information. Thank you again for your cooperation and participation in the direct notification program for 2007. If you have questions, please contact Melissa Broadston at 831-393-1284.


Road Closure Notice and ESCA Update

The Fort Ord Environmental Services Cooperative Agreement Remediation Program (also called ESCA RP) team is currently conducting remediation preparatory activities such as brush cutting, debris pick up, and building removal in an area of the Former Fort Ord called Seaside 1-4. This is in an area close to General Jim Moore Boulevard. This prep work will be followed by munitions removal work, which is expected to begin the first week of January 2008. If you drive on General Jim Moore Boulevard between Canyon Del Rey and Coe Avenue or if you live in upper Seaside and have a view of Fort Ord, you will probably see these activities. There are two fact sheets on the Fort Ord Reuse Authority (FORA) website with details of this project.

IMPORTANT NOTE FOR HIKERS AND BIKERS: At this time, Eucalyptus Road from General Jim Moore Blvd to Parker Flats Cut-off will be closed Monday through Friday excluding holidays to all traffic including bicycles and pedestrians. Please see the road closure map. However, there are no impacts anticipated for the General Jim Moore Blvd area at this time.

Prescribed Burn Direct Notification Program

There is no prescribed burn scheduled through December 31, 2007.

The Army is preparing two areas within the Impact Area for vegetation clearance prescribed burns in the next few months. It is important to note, however, that the final decision to clear vegetation through the use of prescribed burns has NOT been made. Read More. In the event prescribed burns are the selected method of vegetation clearance, the Army will notify you by email or by an automatic telephone message that a prescribed burn could occur shortly (within a day or two), and again as soon as the prescribed burn has started.

Blacklining Operations Suspended

Update: The Army has suspended fuel break enhancement operations involving blacklining indefinitely. The fuel break improvement operations were scheduled to be conducted in the area of General Jim Moore Blvd and South Boundary Road during the month of November. These operations include a procedure called blacklining where fire management personnel use flame to incinerate vegetation stubble that remains after the area is cut.

Community Meeting: Fort Ord Environmental Services Cooperative Agreement (ESCA)

In March 2007, FORA and the U.S. Army entered into an agreement for removal of remnant Munitions and Explosives of Concern (MEC) from approximately 3,340 acres of land at the former Fort Ord. Under this agreement, called an Environmental Services Cooperative Agreement (ESCA), the Army provides dedicated grant funding to FORA for removal of MEC. Once the remediation activities are completed, the properties will be transferred to local jurisdictions for future use and development according to the Reuse Plan for the former Fort Ord area.

BLM Public Lands Day - Information Booth

Please visit with us on September 29, 2007 at our Fort Ord Cleanup information booth at the Bureau of Land Management (BLM) Public Lands Day. BLM asks that you join them for the day, get your hands dirty in the morning, enjoy a free BBQ lunch, live music, and spend the afternoon having fun on your public lands. Stop by the Fort Ord information booth while you're there!

Volunteer Projects from 9:00 am to noon include Trail Building, Native Seed Collection, Invasive Weed Control, Soil Erosion Control, Facility Maintenance & Enhancement. Tools, gloves, and equipment will be provided by the BLM.

Lunch & Entertainment from noon to 3:00 pm: Free BBQ, Live Band, Awards Ceremony, Games and Prizes, Partner Displays, Guest Speakers.

Early Transfer (FOSET) review period extended

The U.S. Army intends to sign the Finding of Suitability for Early Transfer (FOSET), Former Fort Ord, California, Environmental Services Cooperative Agreement Parcels and Operable Unit Carbon Tetrachloride Plume Parcels document. The FOSET is available for public review and comment from June 28 to August 13, 2007.

    UPDATE - Superfund Proposed Plan

    The community is encouraged to provide comments on the Army's proposed plan for the Track 3 Impact Area Munitions Response Area (MRA) during a public comment period that begins June 28, 2007 and ends August 27, 2007. Because the Impact Area was used as military munitions firing ranges, munitions and explosives of concern (MEC) is present. The Army proposes to clean up the MEC in the 6,560-acre portion of the former Fort Ord Impact Area. This Track 3 Proposed Plan gives a summary of the proposed cleanup decisions. Public comments will be considered before any action is selected and approved for the Impact Area Munitions Response Area.

    FREE Ordnance and Explosives Safety Program

    Since Fort Ord was an Army training center for over 40 years, military munitions including rockets, mortars, and other explosives were used on the lands of the former Fort Ord. The areas where military munitions were used are closed to the public. We have an ongoing program to find and remove military munition items. While we do this work, it is important that our neighbors, especially children, understand the danger of these devices and the importance of staying out of posted "off-limits" areas. It's also critical to know what to do if military munitions are found. We believe that it is important to make children aware of the dangers of military munitions.

    With your permission, we can present a one-hour ordnance awareness safety for your school. This presentation is provided at no cost to the school; we provide the instructor and all materials. We have developed a short program to explain and demonstrate the hazards of ordnance and explosives. It is designed for school age children and can be adjusted for most age groups. The presentation by the Fort Ord environmental cleanup staff emphasizes the recognition of possible unexploded items, the dangers of touching unexploded ordnance items, and specifies steps on what to do if such an item is found.

    Information Booth at Marina Festival of Winds

    Please visit with us at our Fort Ord Cleanup information booth at the Marina International Festival of the Winds. The Festival is a celebration of the wind and features kite flying, hang gliding, skydiving, wind-related art and science projects, giant kite demonstrations, kite-making workshops, live music and entertainment, food and vendor booths, and a giant inflatable air park.

    Events will be held Saturday May 12 from 10 am to 5:30 pm and Sunday May 13 from 10 am to 5 pm at both Glorya Jean Tate Park and Marina State Beach in Marina, just off Highway 1 and Reservation Road on the Monterey Bay.     New Monitoring Wells in Marina
    Posted 12/11/2006
    Staring Monday, December 11, 2006 the Army will drill new monitoring wells in Marina, CA. Residents of Marina along Tallmon Street, Crescent Avenue, DeForest Road, Melanie Road, and Vista Del Camino will see construction workers and drill rigs working on the street. Why? New wells will be installed to monitor groundwater quality in these areas. Please take extra care when driving in these areas during construction.     Relocation Program Update

    The prescribed burn at Munitions Response Site 16 at the former Fort Ord was started on October 19, 2006, and was completed within a few hours. The Voluntary Temporary Relocation Program began at the time the prescribed burn was started, and ended on Friday, October 20, 2006. Applicants who registered for the relocation program will receive reimbursement forms and instructions in the mail. The deadline for submitting the reimbursement request is November 17, 2006. Relocation Program applicants can call the relocation reimbursement group toll free at (800) 811-5532.

    The prescribed burn operation has been completed. The fire department will be cleaning up the site and will continue to monitor the site today. This is the end of the relocation period. If you registered for the voluntary relocation program, the Army will send you the reimbursement request form and instructions in the next several days. For additional information call the hotline at 1-800-852-9699 or continue checking this website. Please save your hotel receipt. You do not need receipts for your meals.

    A prescribed burn has been ignited at the former Fort Ord and approximately 58 acres is planned to be burned today. If you enrolled in the temporary relocation program, the relocation period begins with this announcement. If you choose to relocate, be sure to call 1-800-852-9699 or visit this website www.fortordcleanup.com before noon tomorrow for updates on the status of the prescribed burn and relocation program. If you enrolled in the temporary relocation program, you will receive reimbursement for tonight’s lodging only, plus meals and transportation, unless the relocation period is announced as extended.

    Unannounced road closures may be experienced in the areas described below commencing with the preparation for the prescribed burn of Munitions Response Site 16 on the former Fort Ord and until the removal of unexploded ordnance is complete. The work area is restricted to authorized personnel only until work is completed. Work completion will be announced in a future advisory.
