Environmental Services Cooperative Agreement (ESCA)
In March 2007, the Fort
Ord Reuse Authority (FORA) and the U.S. Army entered into an
Environmental Services Cooperative Agreement (view
ESCA document) to expedite remediation of munitions on specific
former Fort Ord parcels. The Army is funding the Fort Ord Reuse
Authority to remove munitions from approximately 3,340 acres of
land. Under the terms of the agreement the Army will provide FORA
with the funds to conduct the munitions remediation work, purchase
environmental insurance to cover remedial activities, and reimburse
regulators for their oversight of the program. Also under the terms
of the ESCA and additional agreements between the U.S. Environmental
Protection Agency (EPA) and the California EPA Department of Toxic
Substances Control (DTSC), FORA will be required to meet the same
standards for munitions and explosives of concern remediation as
the Army and abide by all federal and state regulations governing
the cleanup of a Superfund site. Once the remediation activities
are completed, the properties will be transferred to local jurisdictions
for future use and development according to the Reuse
Plan for the former Fort Ord Area.
The ability to access information on a project of this size is important for the public to keep abreast of remedial activities. FORA plans to send out newsletters and mailings, attend Army-sponsored meetings and events, attend other local events such as the Marina Festival of the Winds and Monterey County Fair, and maintain a website that will host information relevant to the ESCA Remediation Program.
