Free Guided Bus Tours of Cleanup Sites: Saturday, February 25, 2012

The Fort Ord Environmental Cleanup staff will host free guided bus tours of cleanup sites on Saturday, February 25, 2012. This bus tour will feature a 90 minute tour of the Fort Ord cleanup sites including the landfill, munitions areas and groundwater treatment plants.

U.S. Environmental Protection Agency Technical Assistance Grant Meeting January 23, 2012
The U.S. Environmental Protection Agency has awarded a Technical Assistance Grant (TAG) to Marina in Motion, a community group. The purpose of the TAG is to provide an additional mechanism for public outreach and information regarding the ongoing remediation efforts at Ft. Ord. Marina in Motion has scheduled a community meeting for Monday, January 23, 2012 from 6:30 to 8:00 p.m. at the Marina Library. The 3rd Fort Ord Five-Year Review Process is Underway

The U. S. Department of Army (Army) has begun conducting a formal review of all in-place cleanup remedies for the Fort Ord Superfund Site in Monterey County, California. The results of the basewide review will be documented in a report known as a Five-Year Review. For Fort Ord, this will be the 3rd Five-Year Review; previous Five-Year Reviews were conducted in 2002 and 2007.
What Is a Five-Year Review? Five-Year Reviews involve a comprehensive assessment of the performance of an environmental cleanup program and its ongoing protectiveness of human health and the environment. The Review Team will evaluate if environmental standards that affect the site have changed, whether the cleanup continues to be protective of human health and the environment and if it can be expected to remain protective after completion of the project.
How You Can Contribute to the Five-Year Review: During the Five-Year Review, the Army will conduct interviews with various parties, including community members, local officials and agency representatives to obtain information about the site and any concerns. Click here to download the interview questionnaire If you do not have the time for an interview, you can also complete the questionnaire and return it to the Army. The questionnaires and interviews will provide information about successes and/or problems with implementation of the remedies and these findings will be incorporated into the 3rd Five-Year Review.

The Fort Ord Reuse Authority (FORA) is hosting an Informal Community Workshop to bring the local community up-to-date on the Environmental Services Cooperative Agreement (ESCA) Remediation Program (RP) at the Former Fort Ord. Please join FORA for an overview of the activities in the Parker Flats Area, a community involvement update and a review of the Residential Quality Assurance Process (also called RQA) and an update on related RQA work. During this workshop, community members will have an opportunity to learn about ESCA RP activities, ask questions, and get more detailed information on the project. Members of the FORA staff and their contractors will be present to engage in discussion, provide project details, and guide people through the remediation process.

Free Tours by Appointment

Available Now!.....Tours and Talks.........It's Free
As a part of the Army's community outreach program for the cleanup of the former Fort Ord, we offer tours of the former Fort Ord cleanup sites and facilities as well as presentations about the cleanup process. Tours are arranged by appointment. We ask for at least two weeks advance notice. The tour days are Tuesday through Thursday and the recommended start times are 9:00 am and 2:00 pm. Tours last from 60 to 90 minutes. For groups of 25 or more we will provide the bus transportation. The tour departure location is Building 4463, Gigling Road at the former Fort Ord. Tours can include opportunities to get off the bus. In these cases, we suggest the attire to include comfortable, close-toed walking shoes, and a jacket.
In addition to tours, the Fort Ord Base Realignment and Closure field office has cleanup experts from various disciplines who are willing to speak to interested community groups. Their areas of expertise related to the Fort Ord cleanup project include groundwater and soil contamination, munitions and explosives of concern clearance, and habitat management.

Digging and Hauling Soil on Fort Ord Continues

Riding or walking on the paved roads near Fort Ord's Parker Flats area and see truck traffic? The Army is digging up soil in the Impact Area and trucking it to the Fort Ord landfill.
Special Attention for Cyclists: If you ride your bicycle in the vicinity of the Bureau of Land Management Headquarters, please review the attached map of the hauling route.
Haul Route Information for Cyclists
The Army will be hauling soils on certain sections of Barloy Canyon, Parker Flats Road and Eucalyptus Road weekdays from 7:00 a.m. until 5:00 p.m. Please be very aware of this truck traffic which will continue through December 2011.
Some residents of upper Seaside and Ord Military Community (Fitch and Marshall Parks) as well as students and faculty at California State University Monterey Bay may see continued Fort Ord truck traffic over the next few months.

How are we doing? We want to know...

Help us refine the community outreach program for Fort Ord by participating in the 2011 Fort Ord cleanup community survey.
We regularly update the Fort Ord Community Relations Plan which describes how community members can participate in decisions about the environmental cleanup of the former Fort Ord. We use recent input from community members through the Environmental Cleanup Survey and community interviews as supporting information in the process of producing updates to the outreach program. We are very interested in learning how you would like to participate in the environmental cleanup at Fort Ord. Additionally, the information we collect from the survey and community interviews will be used to help us determine the level of community interest in this site and fit the public participation program to the community's information needs.
The Environmental Cleanup Survey can help the Army to identify your interest in the cleanup. By completing and returning the Survey, you can help yourself, your community, and the Army to develop better communication and understanding. There are three ways you can complete the survey.

Army Announces 2011 Fort Ord Prescribed Burn Cancelled

The Army has been preparing two areas for prescribed burns in 2011 by cutting fuel breaks. During site preparation, two types of large artillery projectiles were encountered on the surface, an unexpected event since these types of projectiles are generally found buried several feet into the ground. The presence of these items on the ground surface makes the areas unsafe to burn. The items encountered require a much greater safety setback distance than had been anticipated. The distance required exceeds our capabilities to conduct a safe prescribed burn. Because of this, the vegetation must be cut to allow the safe removal of unexploded ordnance remaining in these areas.
Once the surface unexploded ordnance has been removed from the areas and the vegetation grows back sufficiently to carry a fire, the areas will be burned to ensure successful recovery of the rare, fire-dependant chaparral habitat.
Previously, prescribed burns have been conducted successfully and safely in many areas of Fort Ord to clear vegetation allowing safe access to locate and remove unexploded ordnance. The type of ordnance in the area determines safety setback distances which are then used to establish the width of the fuel break, as well as the height that helicopters igniting the fires must fly during burn operations.
Because of the specific circumstances associated with these large artillery projectiles found on the surface, this year’s burn cancellation is an exception to the Army’s program to clear the vegetation with prescribed burns. The Army is planning to resume the prescribed burn program in 2012 to support the ongoing unexploded ordnance cleanup program.

Fort Ord Munitions Response Remedial Investigation / Feasibility Study - Remaining Areas
The Fort Ord cleanup field investigation team is working in Bureau of Land Management area, near Hennekins Ranch Road and Watkins Gate Road to obtain subsurface information, i.e. detecting and mapping subsurface anomalies that might be munitions-related.

Guided Walk / Mobile Workshop was a very popular event - thanks to your participation!

Wow, what a great day for a guided walk inside the Impact Area... With perfect, cool walking weather, over 50 people participated in our second guided walk inside the Impact Area on Saturday, May 14. In addition to seeing the future lands of the Bureau of Land Management (BLM) at Fort Ord, participants were able to hear more about the Army's prescribed burn program, munitions clearance program and habitat management actions.

Please note--registration is now closed for the May 14th Nature Hike. All registered participants will receive confirmation in the next week.
We have scheduled two 90-minute walking tours of a cleared area within our Impact Area. The tours will take place on Saturday, May 14, 2011 from 10:00 a.m to Noon. You can choose from a 1 mile walk or a three mile walk.

We are participating in CSUMB’s annual Earth Day Farmers Market on the campus quad. At the end the day CSUMB is also sponsoring a reggae fest from 9 p.m. to midnight in the Black Box Cabaret. Performers include Mystic Roots and the Renee Asteria Band. The event is free for students and $5 for guests. BLM HQ: The Army is announcing a public review period for the munitions document titled: "Track 1 Plug-In Approval Memorandum, Bureau of Land Management (BLM) Headquarters and Munitions Response Site (MRS) 35, Former Fort Ord". The public is encouraged to review and comment on this document which recommends no further action regarding munitions response for BLM Headquarters and MRS-35.
The site, approximately 15.7 acres, was the location of the former Fort Ord Range Control in the 1960s through base closure, and currently serves as the BLM headquarters. The site is centrally located on the northern edge of the Impact Area, south of Eucalyptus Road and just west of Watkins Gate Road. This Approval Memorandum provides a description of the area, history and uses, investigations conducted to date, and rationale for designating the site as Track 1.
E20C.1: The Army is also announcing a public review period for the munitions document titled: "Track 1 Plug-In Approval Memorandum, MRS-24A, MRS-24C, and Parcel E20c.1, Former Fort Ord". The public is encouraged to review and comment on this document which recommends no further action regarding munitions response for MRS-24A, MRS-24C, and Parcel E20c.1. MRS-24A lies within the boundary of Parcel E20c.1 in the southwest corner. This was the location of a “Practice Rifle Grenade” range. MRS-24C is located on the north side of Parcel E20c.1. This was the location of a “Live Grenade” area. Parcel E20c.1 is located immediately north of and adjacent to the former Fort Ord Impact Area on the north side of Eucalyptus Road. The site, approximately 80 acres, is located in close proximity to a residential neighborhood (Fitch Park) on the former Fort Ord. This Approval Memorandum provides a description of the area, history and uses, investigations conducted to date, and rationale for designating the site as Track 1.

Another Wonderful Open House / Bus Tour Thanks to You

Many, many thanks to all who participated in our February 26, 2011 Open House/Bus Tour. Attendance at the event was at over 100 people - in spite of a cold and gloomy weather forecast. Everyone had a chance to drive by the soil and groundwater cleanup areas in addition to a drive past the munitions cleanup sites. Yet again, our most popular part of the tour was a stop at land designated for the Central Coast State Veterans Cemetery.
At the Open House, various information booths were set up to provide cleanup information. Topics such as water cleanup, munitions clearance, prescribed burns, and water conservation provided participants a perspective of the Fort Ord cleanup projects. Thanks again for spending your Saturday with the Fort Ord cleanup crew. Our next community-wide Open House Bus Tour is scheduled for June 25, 2011. This tour will be dedicated to views of the munitions cleanup projects and will include one stop inside the Impact Area.

Learn more about the cleanup of the former Fort Ord at the semi-annual community Bus Tour and Open House on Saturday, February 26, 2011. Take a free 90 minute guided bus tour of the various cleanup areas at the former Fort Ord. If you don't want to join the bus tour, then visit the Open House from 10:00 a.m. to 1:00 p.m. Open house topics such as water cleanup, munitions clearance, prescribed burns, and water conservation provide participants a perspective of the Fort Ord cleanup projects.

Construction Update: Well Installation in Abrams, Schoonover and Fredrick Parks

Construction Update: Groundwater Monitoring Well Installation - Beginning Mid-January 2011
Some residents of Abrams Park, Schoonover Park and Fredrick Park 1 may see workers and equipment in areas near their homes mid-January.
WHY? The Army will be installing four groundwater wells as part of the on-going groundwater cleanup at the former Fort Ord. The well construction activities will take about 2 weeks. The wells will be used to monitor the groundwater.
YOUR WATER IS SAFE: The groundwater in this area is not used for drinking water. Your drinking water is supplied by the Marina Coast Water District from a different source area. Drinking water quality is very important and it is regularly tested by the Marina Coast Water District. Your drinking water meets all federal and state standards for safety.

End of 2010 Prescribed Burn Season

The Fort Ord Prescribed Burn season for 2010 is over. Wet weather conditions in mid-November have ended blacklining operations and all planned prescribed burns were completed in October. The next year's burn season will begin on July 1, 2011. The 2010 Prescribed Burn After Action Report (an evaluation of the prescribed burns on October 7 and 8, 2010) will be made available for public review sometime in January or February 2011. The 2011 Prescribed Burn Plan will be made available for public review in February 2011. Both of these reports will be available at www.FortOrdCleanup.com. In June 2011, the Army will publish information about registration for the 2011 prescribed burn direct notification program.

Fort Ord Prescribed Burn Complete

With the successful completion of prescribed burns on October 7 and 8, the Army has concluded the 2010 prescribed burn season. Under the direction of the Presidio of Monterey Fire Department (POMFD) and in close cooperation with staff and meteorological advisers from the Naval Postgraduate School and the Monterey Bay Unified Air Pollution Control District, the prescribed burns safety removed the vegetation from nearly 300 acres of Monterey's native habitat. The POMFD will continue to treat any remaining hot spots in the burn areas to ensure community safety and reduce residual smoke. Removal of unexploded ordnance will commence as soon as crews can safety enter the burn units.

Former Fort Ord Prescribed Burn Program:
At 8:15 a.m., a prescribed burn was started at Burn Unit 15 (167 acres). Ignition of this burn may take about 2 hours; however, smoke may be present through the afternoon.
If you are enrolled in the direct notification program, you will receive a phone call and/or e-mail regarding ignition. You will also be notified when this burn is complete.
If you live on or near the Former Fort Ord, we recommend that you close your windows through Saturday morning. Residents of the Highway 68 corridor may experience smoke this afternoon.

Do you travel near Fort Ord? -Commuter traffic will be NOT be affected by the planned prescribed burn(s). No roads will be closed. Hotline operators will be available until 5:00 p.m. today. After hours, all phone calls will be returned the next morning.

Prescribed Burn Update Thursday 9:30 am October 7, 2010

Former Fort Ord Prescribed Burn Program:
Weather forecasts show the appropriate weather conditions to conduct a prescribed burn today. This could happen as early as 10:00 am (October 7, 2010).
We are planning for a prescribed burn at Burn Unit 21--about 110 acres. If weather permits, we may have another prescribed burn at Burn Unit 15--about 167 acres today or tommorrow. Burn Units 21 and 15 are located next to the areas burned last year.
We will update the hotline and web site after the prescribed burn has been ignited. If you are enrolled in our direct notification program, you will received a phone call and/or e-mail when the burn is ignited.
If a prescribed burn occurs, we recommend that you close your windows and keep them closed through tomorrow (Friday) morning.

Blacklining Operations (Weather Permitting) May Resume October 6

The Army will not conduct any prescribed burns or blacklining operations through and including October 5.
What is blacklining? Over the last month, vegetation has been cut to serve as fuel breaks for the 2010 burn units. Blacklining operations (burning of cut and chipped vegetation debris) are planned for burn units 32 and 34. These areas must be burned to reduce the risk of a wildfire and promote the regrowth of maritime chaparral. Over a period of several days, fire management personnel will use a hand-held device (see photo) to burn the vegetation debris that remains after the area was cut. These burn operations are being conducted by the Presidio of Monterey Fire Department and have been coordinated with the Monterey Bay Unified Air Pollution Control District.
NOTE: During blacklining operations, there is no impact to commuter traffic. The blacklining is being conducted in the back country of Fort Ord in an area with vehicle access restrictions.
Do you use Fort Ord as hiker, biker, or horseback rider? -Several of the trails near the Bureau of Land Management offices will be closed during blacklining operations. Specifically, Eucalyptus Road may be closed from Parker Flats to Barloy Canyon. Please be aware of posted signs and barricades.
